Example: IF [enemy bot carrying resource] not within medium range of [enemy base] THEN head towards [enemy base] for [X] number of seconds. The action would stay active for X seconds after the condition stopped being true.


Another example of a possible function. IF [enemy bot carrying resource] traveling [Away] from [self] THEN head towards [enemy base] for [X] number of seconds. You should also have a function that a condition becomes unusable after being used, but can be used again if another condition activates it.


Also I recommend that the development team of this game buys the Lego robotics set. There are a few ideas you should borrow from that
